South Carolina – The South Carolina Department of Health and Human Services (SCDHHS) plans major changes to its Medicaid regulations as we started the new year. These modifications will enable participants in select Home and Community-Based Services (HCBS) waiver programs to get hospice care simultaneously, therefore fundamentally altering the way some of the most vulnerable state residents receive their treatment.
What’s changing?
People registered in HCS waiver programs have been subject to limitations on simultaneously getting hospice services under existing rules. Many times, this restriction compelled families to choose between continuing to benefit from the extensive assistance offered by HCBS programs or hospice care, which can be challenging. For those in three particular categories, the forthcoming adjustments will remove this obstacle:
- Community Choices
- HIV/AIDS Waiver
- Mechanical Ventilator Dependent Waiver
SCDHHS hopes to establish a more integrated care model by eliminating these limitations so that patients with complicated needs may access necessary community-based services uninterrupted as well as palliative care.

Why it mattersÂ
This policy update represents a commitment to holistic care for Medicaid beneficiaries. For those enrolled in these programs, hospice care can offer essential end-of-life support addressing medical, emotional, and spiritual needs. By providing support with everyday activities, medical equipment, and more, HCBS services allow to preserve independence and enhance quality of life.
Combining these services is supposed to help families feel less stressed, improve patient’s well-being generally, and simplify care coordination. Proponents of the legislative modification have praised SCDHHS for recognizing the need of thorough treatment and filling inefficiencies in the provision of services.
